Earl Flowers

Controller

Flowers oversees the Foundation’s general accounting and financial reporting operations. He is responsible for preparing analyses to support audits, tax filings, and managerial reporting as well as maintaining, enhancing, and ensuring compliance with financial policies and procedures.

Prior to joining Houston Endowment, Flowers served as the controller for Houston ISD where he oversaw district-wide financial operations, the accounting system, and internal controls. Within the district, he progressed through successive roles including divisional director of finance and accounting services, assistant treasurer, and treasurer. Flowers also served as director of finance for Hunstville ISD after beginning his career in public accounting.

Flowers holds an MBA and bachelor’s in accounting from Sam Houston State University. He is a Certified Public Accountant, Certified Treasury Professional, and a Certified Internal Auditor.
